Abstract
This study was conducted with the aim of identifying and analyzing human development strategies from the perspective of the Qur’an and comparing them with the principles of progress governance. Using a qualitative design and an interpretive–analytical approach, Qur’anic verses related to the topic were examined and the main human development strategies from the Islamic perspective were extracted. The findings show that the Holy Qur’an presents a comprehensive and balanced framework for governance and development encompassing both the material and spiritual dimensions of human life. The main strategies identified include: emphasis on justice; participation and consultation (shūrā); focus on science and knowledge; ethics; empowerment and personal growth; preservation of human dignity; intergenerational justice and sustainable development; and the strengthening of social cohesion. Together, these strategies offer a model of progress governance in Islam based on the principles of ethics, justice, participation, knowledge, and the safeguarding of human dignity. The goal of such governance is to create a society in which individuals have the opportunity for comprehensive growth and development. This research shows that Islam has the capacity to offer an inclusive and effective model for governance and development in the present era—one that responds to contemporary global challenges while upholding Islamic values and charts a path toward balanced and sustainable progress for Muslim societies. Such a model can serve as a guide for Muslim communities on their path to progress and development and pave the way for realizing a new Islamic civilization.
